Libyan Foreign Minister Quits, Arrives In Britain
Britain's Foreign Office said in a statement that Foreign Minister Moussa Koussa, one of the most senior members of Libyan leader Moammar Gadhafi's regime, arrived at Farnborough Airport on Wednesday from Tunisia. The development came the same day Britain joined the U.S. and France in saying it is willing to consider arming Libyan rebels.

Secretary of State Hillary Clinton joined European and Arab foreign ministers in London Tuesday for a conference to discuss the future of Libya. The ministers agreed that it was time for Libyan leader Moammar Gadhafi to step down, but told reporters they had not discussed arming his opponents if he fails to do so.
